Mr. Pham Xuan Hoang An currently serves as Vice Chairman of the Ho Chi Minh City Vietnam–USA Friendship Association. He is also active in international relations and communications consulting, with a particular focus on the tourism and education sectors. With more than two decades of experience in diplomacy, he previously worked at the Ho Chi Minh City Department of Foreign Affairs and served as a Vietnamese Consul in San Francisco, United States. Throughout his career, he has interpreted at numerous high-level meetings between Vietnamese leaders and international heads of state, including U.S. Presidents Bill Clinton, George W. Bush, and Barack Obama.
Mr. Pham earned a Juris Doctor degree from Duke University and is a member of the North Carolina Bar Association. He also holds a Master’s degree in Journalism and Mass Communication from the University of North Carolina at Chapel Hill, as well as a Master’s degree in International Conference Interpreting from Moscow State Linguistic University.
